Opportunity Upstate, convened by The Public Policy Institute of New York State, Inc., in 2014, will focus on some of the region’s most pressing issues that have impeded its economic growth along with some its most valuable assets that are or have the potential to be key economic drivers. Through a series of forums and an examination of issues like taxes and excessive business regulation, and assets like manufacturing, innovation, international trade, education and health care, PPI and The Business Council will prepare recommendations and propose changes needed to achieve the ideal upstate business climate.

Focus on Taxes & Tax Climate

Opportunity Upstate will be launched on February 4 with an overview of the upstate economy.  An in-depth review and comparison will be presented on New York’s taxes and tax climate, which economists, policy experts and business owners have identified as the most significant impediments to a revitalized upstate economy.  Comparative economic indicators and tax data, along with commentary on New York’s income, estate, property and business taxes and the Cuomo Administration’s tax relief and reform proposals will be presented by an expert panel.  The panelists have been invited to make recommendations on what changes would be needed to create an ideal state tax climate in a thriving upstate economy.
